Rapp Hydema wins contract for third NOAA vessel
Wins highest vendor rating for work on Oscar Dyson
Rapp Hydema was selected by VT Halter Marine in May 2005 to supply the deck machinery for the 3rd of its NOAA FRV-class vessels. Already having provided hydrographic, oceanographic traction winch system, CTD, and trawl winches for the first vessel, the RFV-40 Oscar Dyson, work is presently underway on the same package for the 2nd vessel, the Henry B. Bigelow. Other than winches, Rapp supplied the PTS Pentagon computerized winch control system (pictured below), providing sophisticated auto-tension and other features. Rapp has acted as single-system vendor (SSV) for most electronics integration from deck to wheelhouse. Deck machinery underwent very rigorous noise and vibration testing, among other qualification measures, to meet NOAA’s high standards prior to installation. Eric Richards, VT Halter Program Manager on the FRV construction, noted that Rapp’s engineering and supply of a complete package “epitomizes the philosophy of the SSV (single-system vendor) concept in that Rapp has provided a complete turnkey product.” In Halter’s 2004 Annual Vendor Review, which focused on only the FRV-40 Oscar Dyson, Rapp was given the highest vendor rating—excellent—the sole vendor to be so recognized. The close relationship that has evolved between shipyard and deck machinery supplier is well reflected in Richards’ comment, that “Rapp and Halter partnered together to produce a more integrated package for the customer” than might have been the case otherwise.
